Background. Deep rethinking of the historical past has caused a lot of publications about the activities of the state security bodies with a clear predominance of one-sided negative coverage of the role and place of the domestic security services in the political system of Soviet society. There has been speculation about the huge funds allocated for the implementation of this activity. The aim of the work is to reflect the real amount of financing of the United state political administration.
Materials and methods. The implementation of research tasks was achieved through the use of documents extracted from the archives Of the President of the Russian Federation and the Russian state archive of socio-political history. In addition, the materials of Alexander Mikhailovich Plekhanov’s monograph “Who Are you, Iron Felix?”. Methodological potential includes: philosophical principles of dialectics, namely objectivity, science, comprehensiveness, unity of historical and logical, the principle of mutual conditionality of phenomena and others. The implementation of these principles has helped to study the documentary sources related to the identification of General and specific trends in public financing of the activities of state security agencies.
Results. The activity of the Politburo of the RCP(b)–CPSU(b) to optimize the structure of state security bodies and the financial situation of employees of this Department. The comparison of their material security with the corresponding indicators of representatives of other social groups of the population is carried out. The tendency to increase financing of the OGPU bodies since the end of the twenties is reflected
Conclusions. The reform of the Cheka, carried out in early 1922, was a natural consequence of a significant change in the political and operational situation in Russia after the end of the Civil war. The changes led to a significant reduction in the financing of the GPU. This led to a partial decomposition of the Department’s employees, to their large outflow from the security agencies. The analysis of historical experience allows us to conclude that decisions to reduce the estimates of security agencies should be taken very carefully.
